She would have been one but now we don't know what she was called then. In the process of becoming an ecleptic element she must have got the nomencalture Niṣṭayā, i.e., after leaving artificial North Celestial Pole Circle. The NCP circle is formed due to axial precession. As you saw that Arcturus will come more closer to ecliptic during 28000 AD there is no chance of her to become a North celestial pole star again.
